Port Arthur Man Pleads Guilty After Shooting Dog

A Port Arthur man faces up to 10 years in federal prison for being a felon in possession of a

firearm. 32-year old Lou Arrington Welch was arrested in December after shooting a dog.

Welch was arrested following a pursuit with police. Welch, a convicted felon, is prohibited

from possession a firearm. The dog survived the shooting.
